These projects should go beyond town planning in theirnew or redeveloped districts, to establish and developmanagement systems aiming to reduce the environmental loadsof existing urban districts.The second is the concept of Life Cycle Environment andEnergy Management (LCEEM). As described above, the processmust be followed carefully through the life cycle of the building,setting targets at the planning stage, verifying at the design andconstruction stages the ability to reach those targets, andconfirming their attainment at the operation stage.In urban regeneration and building regeneration projects, itis important to clarify the managed points and their managementindices, and pursue actual development in line with them.The development and introduction of new technologyis another pillar supporting the processMost of the consumption of fossil energy, which is themain factor in environmental loads, occurs through the operationof service systems and equipment, such as air conditioning andlighting. The development and introduction of new technology isessential for improvement in those systems and equipment. Thefirst step is to achieve breakthroughs in construction. This is thedevelopment of materials and systems technologies to reducecooling and heating loads through better thermal insulation, airsealing and insolation blocking. The development of technologiesto reduce air conditioning and lighting loads through the intake ofnatural air movement and light is also important.The second step is to achieve breakthroughs in equipmentsystems. Attention should be focused on the development andapplication of hybrid systems, combining natural and artificialelements. The current paradigm in air conditioning and lightingsystems, calling for an uniform interior environment, must bereconsidered. Personal air conditioning and lighting, which onlymaintains environmental comfort in places and at times wherethere are occupants, are a valuable method for saving energy.The third step is to achieve breakthroughs in equipment anddevices themselves. If the efficiency of building services could bedoubled, it makes sense that fossil energy consumption would behalved.We have focused our debate on measures to reduce theenvironmental loads that have now become a pressing problem.It is vitally important to shift through a kind of sublimation tobuilding and city designs that are based on these ideas.
