12FACT　NIKKEN SEKKEI　　　　プロジェクトマネジメントの現場　日建設計国内初、文化財修復での「コストオン分離発注方式(※)」で大幅コストダウン今回の修復では、学識経験者や多くの専門家の助言を得ながら仕様を決定し、各専門工事に最適な施工者を合理的な工事費とともに選定し、その都度、宗派の承認を得ながら発注を行っています。このように専門性が高い工事を段階的に発注する「コストオン分離発注方式」を、文化財修理の分野においては我国で初めて採用しています。一例をあげれば、瓦葺き替え工事では、わが国には3名しかいない、文部科学省が選定した文化財選定保存技術保持者により編成された共同企業体に直接発注し、合理的な経費で工事を進めることが実現しています。修復時に風雨から修復現場を守るために設置した仮設素屋根は、最新仮設技術の導入と仮設工事・現場管理技術を重視した発注を行いました。まず、宗派の意向を踏まえた基本設計をまとめ、複数のゼネコンに対して仮設工法などの提案を求めたプロポーザルを実施。各提案内容を学識経験者の審査により絞込み、価格競争を経てゼネコンを特定しました。これらの過程の節目ごとに宗派内の御修復委員会に報告し承認を受け、最終的には選定経緯をすべて公開しています。さらに素屋根の保守・専門工事間の調整助言・損害保険を含む、安全管理などを求めた統轄管理業務を設定し、素屋根工事施工者に選定されたゼネコンに対して一定の経費を見込んで別途に発注しました。このことで通常では表面化しない共通仮設や諸経費の詳しい内容にも踏み込み、コストを下げることができました。修復内容の一部始終を発注者と共有することで、発注者にとっては工事の具体的な内容が理解し易く、身近に感じていただけると思います。当初に予定されていた全体工事予算も個別に発注された各工事においてこれを下回る傾向にあり、合理性を高めることができています。これらを通じて築いた発注者との信頼関係は、プロジェクトをスムーズに進める上でも重要な要素となりました。（※）コストオン分離発注方式：一般的には、分離発注と呼ばれる方式である。A new method realizes vast cost reductionsFor this project, specications have been determined with advice obtained from many academic experts and professionals. For each specialized type of construction work, an optimal constructor was selected at a rational cost with client consent. This was the first time for such a "cost-on split ordering" method to be applied in the areas of specialized type of construction work in the restoration of a cultural asset in Japan. Advanced technology, construction techniques, and worksite ad-ministration were the focus when ordering the construction of a temporary structure to shield the restoration site from wind and rain. A basic design plan was first created based on the client’s requests. It was then presented to multiple general contractors, who were asked to submit proposals detailing the construction techniques they would use to realize their designs. The proposals were reviewed and the pool of contractors was narrowed down by a panel of experts, with the nal choice being made in light of price competitiveness. At each stage of the selection process, re-ports to and approval from the client’s restoration committee were necessary. The entire selection process was disclosed after the com-pany had been chosen. Nikken Sekkei appointed the same general contractor to coordinate maintenance and specialized construction work for the temporary structure and to oversee safety-related issues such as accident insurance. All of the various expenses in-volved were separately calculated and disbursed, resulting in a clear and highly detailed picture of the related finances. This, in turn, made cost reduction and rationalization much easier.Sharing information about the management processes with the cli-ent helped them to gain full understanding of and familiarization with all angles of this intricate project. The method also allowed each operation to be realized at sufficiently lower cost than had been projected.
