プロジェクトマネジメントの現場 日建設計    FACT NIKKEN SEKKEI312008年の北京オリンピック、2010年の上海万博、WTOへの加盟、二桁の成長率、13億人口の需要、人民元の切り上げ……様々なプラス要因によって、中国の不動産マーケットの上昇率は日本のバブル時代と比べられるほど伸び続けている。このような状況の中で、2005年から中国政府は不動産(特に住宅マーケット)の安定供給を図るために、マクロコントロール政策をとっている。2006年に入っても5月末と9月初めに相次いで土地供給規制の条例を発表し、長期的な不動産価格の安定推移への取組みを強化する強い姿勢を見せた。中低所得層向けの住宅問題、不動産価格の透明性、市場への監督強化を狙った一連の処置は国内のデベロッパーの加熱する土地投資への抑制に直ちに効果をみせ、一般向けの住宅価格の伸び率は縮小しつつある。しかし、上海、北京では不動産市場が停滞化したように見えるが、大連、深圳、武漢、成都などの地方都市では伸び続けている。特に中央政府が濱海新区をはじめとする渤海湾開発を国家発展戦略に盛り込りこんでいることから、天津のマーケットはいま世界の熱い視線を集め、上海の浦東地区に迫る勢いさえ感じられる。一方、これまで住宅開発を主体としていた国内の主要デベロッパーは、住宅から商業施設やオフィスビルなど商用不動産へ転向する動きを見せ始めている。また、政府の規制政策は不動産市場の安定化に貢献していることが海外マーケットで評価され、海外からの外資投資が急ピッチで増え続けている。今回の物件もその一例だが、海外ファンドが中国の大手デベロッパーと手を結び、上海、北京の中心部の優良物件を次々と購入し、その投資熱が建設中の物件にまで及んでいる。これらの背景には住宅不動産の抑制政策のほか、中国のWTO加盟による外資系企業の急激な進出にも要因がある。近年、上海や北京のCBDエリアでの高性能インテリジェントビルが大幅に不足している状況が続いており、賃料も高騰していることから長期安定的な収益を狙う海外投資の注目を集めている。今後、景気の波によるリスクはあるものの、長期的な安定成長の中国不動産への投資熱は人民元の切り上げとの相乗効果で益々高くなっていく傾向が予想される。これらの変化は、設計業界において、中国へのデザインや技術の輸出のみならず、リプラスのような不動産投資物件に関する評価・リスク分析、建設コンサルなど多分野にわたり、業務範囲がさらに拡大するに違いない。陸 鐘驍(日建設計)Fueled by a multitude of factors, the Chi-nese real estate market continues its re-markable ascent, growing at a rate that is similar to that in Japan during the bubble economy. The Chinese government has reacted by announcing a series of macro-control policies from 2005 to steady the supply of real estate (especially in the residential sector), demonstrating a strong commitment to long-term price stability. These government actions were taken to resolve housing issues facing low- and middle-income wage earners, to clarify real estate prices, and to intensify market monitoring. The recent government measures have had the immediate effect of cooling down the real estate investment fever among domestic developers, leading to a decline in the growth rate of housing prices for the general public. It may seem that the real estate markets in Shanghai and Beijing have slowed down, but strong growth is still underway in cities like in Dalian, Shenzhen, Wuhan, and Chengdu. Of par-ticular note is Tianjin’s Binhai New Area, which has become part of China's national development strategy. Tianjin is now the focus of intense international interest and the momentum there is close to that previ-ously felt in Shanghai’s Pudong New Area. Meanwhile, major domestic developers have shifted from residential to commer-cial real estate, and there is increasing involvement with commercial spaces and ofce buildings. In addition, overseas in-vestors have been cheered by government moves in the real estate sector, and this has led to accelerating inflows of foreign investment capital. There are many exam-ples similar to that of China Central Place, in which foreign investors purchase valu-able properties in conjunction with major Chinese developers. The investment craze has now spilled over to buildings that are under construction. There are still too few high-performance intelligent buildings in the central busi-ness districts of Shanghai and Beijing, and rents are thus skyrocketing. Because of this, the market has drawn the attention of foreign investors seeking stable prots on a long-term basis. Although there may be risks stemming from the economy, the Chinese real estate market is now enjoy-ing stable long-term growth, and investor enthusiasm is expected to continue to rise in the years ahead. Without a doubt, this trend will fuel design and technol-ogy export to China from the international architectural industry.
