第45回2016年12月15日45th Meeting, December 15, 2016建築・都市と防災情報のこれからDisaster-Prevention Information in the Future of Architecture and the City [講師]入江さやか NHK放送文化研究所 メディア研究部上級研究員Speaker: Sayaka IrieSenior Researcher, Media Research & Studies Division, Broadcasting Culture Research Institute, Japan Broadcasting Corporation (NHK) [ファシリテーター]向野聡彦日建設計 エンジニアリングフェローFacilitator: Toshihiko KonoEngineering Fellow, Nikken Sekkei16近年わが国は、大地震や集中豪雨など、激しい自然災害に見舞われています。これまでに積み上げてきた防災の常識では判断できないことが多々起きるなか、適切な避難やインフラの早期復旧を図るには、正確で迅速な情報の収集・伝達・共有が不可欠です。地震防災に関するニュースや番組の取材・制作に携わり、現在は多メディア時代の災害報道や防災情報のあり方について調査・研究を進めている、日本放送協会(NHK)の入江さやか氏にお話しいただきました。防災対策をめぐる最近の動き日本列島は、2011年東日本大震災を境に「新たな災害のステージ」に入ったといわれています。国が2015年にまとめた報告書では、最大クラスの地震や津波、水害、火山の噴火に備えるべきだとしています。この中では「“命を守るため”に、個人が主体的に行動し、自治体はそれを支援するために適切な情報や場所を提供すること」「“社会経済の壊滅的な被害を回避するため”に国、自治体、企業などが連携して対応すること」が求められています。 また、東日本大震災の津波による被害でお分かりのように、堤防や防潮堤などの「ハード」での対策にも限界があります。適切な情報伝達や避難など「ソフト」面での対策とセットで進めていかなければなりません。─災害情報は、どう変わったか、どう変わるのか東日本大震災では、地震発生から巨大な津波が襲うまでにおよそ30分の時間がありました。NHKの放送でもすぐに避難するように繰り返し呼びかけましたが、多くの尊い命が失われました。「危機感が伝わっていなかったのではないか」という反省にたち、津波警報の呼びかけやテレビ画面の見直しを行いました。アナウンサーが避難を呼びかける際のコメントは、「逃げて欲しい」という思いを込めた強い表現と声の出し方に変え、画面には「つなみ ! にげて!」「津波! 避難 !」などの表示を加えました。NHK放送センター(東京)とNHK大阪放送局では、ほぼ毎晩、最終のニュース終了後に、首都直下地震や南海The NSRI Forum is an open forum hosted by Nikken Sekkei Research Institute, at which invited specialists discuss a wide range of topics.A number of quite serious natural disasters have taken place in Japan recently, including major earthquakes and flooding caused by torrential rains. Many aspects of these natural phenomena have defied the general knowledge and information previously accumulated in this country regarding disaster prevention. Now more than ever, speedy collection, dissemination, and sharing of accurate information are crucial to appropriate methods of evacuation and quick recovery of infrastructure. We spoke to NHK’s Sayaka Irie, who has covered and produced news and other programs about earthquake preparedness and disaster prevention and has been involved in research and investigation of disaster reporting and communication of disaster prevention/preparedness information in the multimedia era.http://www.nikken-ri.com/forum/NSRIフォーラムの全容は、ホームページに掲載されていますので、ご覧ください。Recent Trends in Disaster-Prevention Planning It is widely reported that the Tohoku Earthquake 2011 was the beginning of a “new stage” in disasters that will occur on the Japanese archipelago. According to a government report compiled in 2015, the country must make preparations for the severest level of earthquakes, flooding, and volcano eruptions. The report calls for individuals to take actions to save their own lives and local governments to provide relevant information and appropriate facilities to support such actions. It also calls for the central government, local governments, and businesses to work together to prevent and minimize catastrophic damage to society and the economy. Also, as we now know from the experience of the Tohoku Earthquake, there is a limit to the effectiveness of such “hard” measures as dikes and seawalls. We must combine them with “soft” measures, such as information dissemination, evacuation, and provision of shelter.─How Disaster Information Has Changed and Will Continue to ChangeAt the time of the Tohoku Earthquake, NHK issued many tsunami warnings immediately after the initial shock, and 30 minutes later the initial tsunami of mammoth proportions reached land. Despite the warnings, many lives were lost. NHK reporters asked themselves whether they were successful in communicating the enormity of the danger. NHK has since made revisions to reflect the magnitude and immediacy of danger. Every night at the NHK Broadcast Center (Tokyo) and the NHK Osaka Broadcast Station, after the end of the last news show, emergency broadcasting drills are held to prepare for disaster.
