FORUMFORUM NSRI Forum ［ダイジェスト│Digest］第46回2017年2月24日46th Meeting, February 24, 2017市民参加型再生手法（姫路市の事例）──小林正美氏道路や広場などの公共空間では、それに面している民地の顔＝「景観」が重要になります。また、市民が公平に使えるデザインであることが基本です。2015年に完成した姫路駅北駅前広場は、（1）市民との勉強会、（2）専門家会議、（3）市民ワークショップを通して、レイアウト、デザインおよび管理運営などについて議論し、ステークホルダーによる推進会議で承認する、という流れを積み重ねた「市民参加型プロセス」により、約5年をかけて整備されました。駅と姫路城を結ぶ道路の一部がトランジットモール化され、歩行者は眺望デッキやサンクンガーデン、芝生広場を回遊でき、広場では地域の特徴を活かしたさまざまなイベントが開催されています。　本プロジェクトで得た、市民参加型プロセスで議論を円滑に進めるヒントは、「デザインのポイントを文章化し共有する」「わかりやすいメディアで説明する」「代替案を用意し選択していく」ことです。また、社会実験により使い手の意見を設計に反映させることや、市民や専門家の意見が反映される体制をつくり、土木工事期間中のデザイン監修を可能にする制度化も重要です。今後は、デザインのわかるエンジニアや、エンジニアの素養をもつデザイナーの育成がますます必要となるでしょう。─公共空間デザインのあと・さき──米谷啓和氏姫路市の提案型協働事業を利用し、姫路駅周辺整備にNPO法人として参画しました。本事業では、参加構成・プロセス・プログラムの3つをデザインする「参加と協働のデザイン」を導入することで、行政と市民がビジョンとマネジメントをしっかり共有し、協働するこIn the past, public spaces like streets and station plazas were designed and maintained based on standards and guidelines that emphasized mainly convenience and safety. In recent years, efforts have been made to integrate into such spaces features of the local landscape and functions that generate activity and commerce. Design that gives all citizens equitable use of public spaces is also fundamental. Himeji Station Plaza North, completed in 2015 after five years in the works, used a “citizens-participation process,” in which layout, design, and maintenance were all discussed through (1) study sessions with the citizens, (2) conferences with specialists, and (3) citizens workshops until a committee made up of representatives of all the stakeholders approved the final plans. The design includes part of the street that connects the station and Himeji Castle made into a transit mall with an observation deck, sunken garden, and lawn areas for pedestrians. Various traditional and other local events are held there.A number of useful hints for promoting smooth discussion in the citizen participation process were gained: put the main design points in writing and share them with all; explain things using easily understood media; and prepare alternative designs to choose from. Users’ voices need to be reflected in the designs, making use of social experiments and tapping into the views of citizens and specialists. Established channels should be put in place to enable design supervision during construction. The training of engineers with an understanding of design as well as of designers with knowledge of engineering will be increasingly necessary.282017 Summer 31
