とができました。 駅前広場完成後の現在は、デザイン検討中に合意形成の場として設立した、民主体の姫路駅前広場活用協議会がエリアマネジメント組織に発展し、「姫路まちなかマネジメント協議会」として管理運営に関わっています。参加構成は、地元の商業者や協議会、大学、NPO法人、専門家、行政、交通事業者で、当初5つのワーキンググループ(企画運営・財源・情報発信・自転車・官民連携)を設置し、現在は4つの実践テーマで活動しています。行政では、姫路マチヅカイ大学を開校し、まちづくりを担う人材の育成も進めています。 広場は、広がる場であり、つながる場です。孤立しがちな都市の住民が、社会と関わる接点が広場です。体験やコミュニケーションを共有、集積できる社会的包摂の場としての広場づくりを目指していきたいと思います。姫路駅北駅前広場の一部「キャッスルガーデン」。The “Castle Garden” area of the Himeji Station Plaza North.Public Space Design – Past and Future: Hirokazu KometaniTaking advantage of Himeji’s proposal-based collaboration system, my NPO organization participated in the Himeji Station area project. The municipal government and citizens shared a vision for and management of the project and worked together using the “participation and cooperation” design process for designing the project’s three components: participation, process, and program.Since the completion of the Station Plaza project, the citizens group for consensus-building that was formed during the design phase—the Himeji Station Plaza Use Council—has morphed into the Himeji Machinaka Management Council, the area management organization that now actively participates in the operation and management of the plaza. The Council is made up of members from local businesses and associations, universities, NPO groups, experts, municipal administration, and transit companies. Five original working groups (planning and management, finance, information dissemination, bicycles, public-private liaison) are now active under four implementation themes. The city has set up the Himeji Town-use University, and has begun training personnel to shoulder the tasks of community building.The plaza is a place for openness and connection. The plaza provides points of contact with society for urban citizens who tend to become isolated. I look forward to making our plaza a place for social inclusiveness where experience and communication can be gathered and shared.Photography|細川俊太郎/Shuntaro Hosokawa[フォーラム後記|Forum Epilogue]従来、多くの公共空間の計画・設計では、(その利用者である)「市民の意見反映機会」が少なく、加えて「市民参加のプロセス」も不明確でした。近年、市民・専門家・行政が協働し、地域特性や空間の利活用を考えた整備計画が各地で進められるようになってきましたが、これは市民意識の成熟とともに、そのようなプロセスが市民の満足、空間の価値を高めるとの認識が広がった結果かと思います。まさに「公共空間は市民のもの」ということです。 今回のフォーラムでは、日建グループが幅広く関与した「姫路駅北駅前広場」を、市民参加による計画・設計事例として取り上げました。予想を超える皆様にご参加いただき、活発な議論を頂戴したことに感謝申し上げるとともに、公共空間のあり方・デザイン方法に悩み、興味をおもちの方がいかに多いかを改めて痛感しました。今後、姫路のように「市民参加プロセス」を重視した公共空間整備が増加、一般的になるものと考えます。日建設計シビルは、姫路での成功経験を活かし、市民・専門家・行政の良き仲介者として、分かりやすく丁寧な計画・設計説明を心掛け、市民に末永く愛される公共空間整備に今後も鋭意取り組んでいきたいと思います。[ファシリテーター:吉田剛司]In the past, there were few opportunities to reflect the views of the citizens who are the users in the plans and designs created for public spaces. In addition, what was meant by “citizen participation” was unclear. In recent years, more and more public space projects in local areas involve the collaboration of citizens, experts, and local governments, and the spaces are more attentive to the features of the community and the practicalities of use. I believe this is the result of growing public awareness and of the understanding that processes like this increase the satisfaction of users and the value of the space itself. Indeed, it is very much about “citizen ownership of public space.”The forum discussed Himeji Station Plaza North, in which the Nikken Group was widely involved, as an example of citizen participation in planning and design. I thank all the participants, whose number and active involvement in the discussions surpassed our expectations. The forum also made us realize how many people are interested in and concerned about the state of public space and how to design it. We believe that in the future, the number of public space designs that stress citizen participation as in the case of Himeji will increase, and that it will eventually become the norm. We at Nikken Sekkei Civil Engineering look forward to working as an effective intermediary among citizens, experts, and local governments as we leverage the successful experience of Himeji to provide detailed and easy-to-understand descriptions of plans and designs.
