プロジェクト内アクティビティの様子Images from NAD Project Activities議論が本格化します。私自身もその議論に参加しており、ときを経て、2年前から再び渋谷開発を担当することになりました。それまでの経験から、「駅」という点ではなく「沿線」という概念で地域を盛り上げなければという想いがありました。また、渋谷駅を中心に大規模プロジェクトが進んでいく中で、各プロジェクトのメンバーがそれぞれまったく違う開発コンセプトで動いていることに問題意識をもっていたこともあり、第三者の手を借りようと思ったのです。そこで出会ったのがNADでした。　「どうしたら地域の価値を高められるのか」という問いに対し、答えは一つではありませんし、価値観を共有することは容易ではありません。NADのコーディネートにより、フィールドワークやユーザーインタビューなど、参加メンバーが同じ問題意識をもちながら議論し、行動や経験をともにすることで、物語（価値観）を共有していく場づくりができました。ワークショップを通じたメンバーの意識改革が、その後の自分たちの行動を変えていく。「いろいろやってみようじゃないの」、そういう意識が芽生えたのです。みんなが自信をもって企画提案する根拠と社内の雰囲気をこの活動が支えてくれたのではないでしょうか。プロジェクトを通して一緒に進化したように感じています。　これから、ハードを主体とした「都市計画」ではなく、ストックをどう使うかを含めた「都市経営・マネジメント」にシフトしていきます。我々デベロッパーはそうした時間軸を意識しなければいけませんし、その中で、NADのようにエリアのビジョンを一緒に考えてくれる存在は、ますます求められるようになるはずです。 ［聞き手：安田啓紀｜NAD］Station and development of the surrounding area moved into top gear around year 2000, when the mutual opera-tion of Tokyu Toyoko Line and the No. 13 subway line (the Fukutoshin Line) was started. I was part of that original dis-cussion and after spending time elsewhere, was put back in charge of the Shibuya development project a couple of years ago. My experience taught me that the area should be rein-vigorated not only in the vicinity of the station but from the entire train line perspective. In addition, I realized that each enormous project around Shibuya Station was in progress under a separate concept, and so I decided to ask for support from a third party, and that’s how I met NAD. There is no single answer to the question “how can the value of a district be enhanced?” And it is not easy to share the same sense of values. However, by sharing the activities and experiences based on fieldwork, user interviews, and discussions coordinated by NAD, we managed to create a place where we could share our stories and values. The work-shops changed the team members’ ways of thinking and subsequently changed the way we act. Our approach shifted to, “Let’s try different things.” I believe these activities sup-ported the basis for people to make proposals with self-confi-dence, and the atmosphere in the group that enables it. I feel we evolved together through this project. There will be a shift from hardware-oriented city plan-ning to operation and city management focusing on the utilization of stock for the future. We, as a developer, must be conscious of such change and time, and groups like NAD that support us in thinking about the vision of the area together will no doubt be more in demand in the future.
