都市デザイン：新たなデスティネーションをつくる社会的・経済的に持続可能な都市の実現を目指してUrban Design: Creating New “Destination” Potential Toward the Socially and Economically Sustainable City田中 亙 Wataru Tanaka日建設計 都市デザイングループ 代表 Principal, Urban Design & Planning Group, Nikken Sekkei都市計画・都市デザインにおいて、サステナビリティという目標が掲げられて久しいですが、本当に持続可能な都市が実現されているか、そろそろ検証が必要な時期にさしかかっていると考えています。環境的なサステナビリティの達成については世界中で多種多様な努力がなされ、高いレベルでの実現が諸所でなされつつあります。一方、社会的・経済的なサステナビリティはどうでしょうか。　たとえば高齢化の進行や世代間の分断で悩みを抱える国、あるいは古い工場やインフラがまちの中心にいまだ数多く存在する国、また国内外での厳しい都市間競争に向き合わなければならない都市などは、新規開発はもとより、限られた都市内の資産活用にも目を向け、多様な世代・国から人と投資が集まるにぎわいの場所─すなわち「都市のデスティネーション」を生み出すことで、サステナブルな都市経営を実現していこうとしています。　今回の特集では、海外を中心に日建設計が都市やインフラの再生を通して行ってきた、もしくはこれから行おうとしているプロジェクトの中から、特に既存都市の再開発や既存公共アセットの利活用を通じて、新しいタイプの都市のデスティネーションをつくろうとしているプロジェクトをピックアップしました。─プロジェクト全体を3つに大別すると、ひとつは駅および駅周辺をターSustainability has been an objective in urban planning and urban design for some time, but by now it is high time that we began to scrutinize whether truly sustainable cities have been set in motion. Efforts of many different kinds have been made around the world towards environmental sustainability and have been materialized to a considerable degree, but what about social and economic sustainability? Some countries are grappling with the challenges of the aging society and the generation gap. Many others are dealing with old city centers still occupied by outdated factories and infrastructure. Cities fighting for survival against stiff competition from other cities domestically and internationally have to assert their distinc-tiveness. These countries and cities are striving to establish sustainable urban management not only through new devel-opment, but also by finding ways to effectively leverage their limited urban resources to make themselves attractive as destinations for people of different generations and for people and investment from many different countries. From Nikken Sekkei’s portfolio of past and present city and infrastructure redevelopment projects located mostly out-side Japan, we focus on projects in this issue that create this new “destination” potential by redeveloping existing cities or by finding new uses and applications for existing urban assets.
