不動産周辺環境の評価指標 Walkability Indexの開発Development of the Walkability Index for Rating Real-Estate Environments Walkability IndexWalkability Index松縄 暢／伊藤慎兵／山本ちはる／水野千絵／岡村英樹Mitsuru Matsunawa / Shinpei Ito / Chiharu YamamotoChie Mizuno / Hideki Okamura日建設計総合研究所 DBU Data Business Unit, Nikken Sekkei Research Institute「Walkability Index」は、ある地点から徒歩で到達できる範囲に、スーパーやコンビニ、カフェ、飲食店、医療施設、子育て施設、文化施設といった都市のさまざまなアメニティがどれだけ集積しているかを100点満点で評価する指標です。「徒歩圏内の暮らしやすさ」を定量的・視覚的に分かりやすく表現することで、人々がより自身のライフスタイルに合ったまちを選びやすくなり、またまちづくりに関わる人にとっては、まちの魅力を高める検討をより効果的・客観的に行うことを可能にします。 日建設計総合研究所が2019年に設立したDBU（データ・ビジネス・ユニット）が、東京大学空間情報科学研究センター（清水千弘特任教授）の監修のもと、開発しました。本指標は、全国の市街化区域を対象に提供を予定しています。The Walkability Index rates areas on a 100-point scale based on the number of amenities (supermarkets, con-venience stores, cafes, restaurants, medical facilities, childcare facilities, cultural facilities, etc.) there are within walking distance of a given point. By presenting a quantitative and visual assessment of the pedestri-an-friendly level of a given area, the index can help peo-ple choose a place to live that suits their lifestyle. It also enables those involved in urban development to effective-ly and objectively consider how to enhance the appeal of towns and cities. The index was developed by the Nikken Sekkei Research Institute’s DBU (Data Business Unit, a special section established in 2019) under the supervision of the University of Tokyo Center for Spatial Information Science (Professor Chihiro Shimizu). The index is scheduled to be offered for application in all urban areas in Japan.徒歩圏内の都市アメニティ充実度「Walkability Index」の主な特長は次のとおりです。1.不動産の周辺環境を数値で分かりやすく可視化初めて訪れるまちでも周辺環境が直感的に把握しやすく、今住んでいるまちとの比較も容易にできます。2.徒歩で到達できる範囲のアメニティを集計詳細な歩行経路データを用いて徒歩圏を算出しているため、直線距離を用いた場合と比べ、より実態に近い施設の捕捉が可能になっています。3.任意の地点ごとにピンポイントに点数化50m四方のエリアごと（一街区相当）に点数を算出しており、同じ駅の周辺でも場所による差を表現できます。 本指標を算出する際には、地価分析やデモグラフィック（人口動態）分析等を行い、不動産価値に特に影響を与えると考えられるキーアメニティを抽出しています。また、住宅向け（for Residences）、業務商業向け（for Businesses）といった用途別、住宅向けについてはさらにファミリー世帯向け、単身世帯向け、高齢者向けといった属性別にも算出を行っています。 本指標は、株式会社ゼンリン提供の各種データおよび都市に関するオープンデータを用いて算出しており、年4回程度のデータ更新を予定しています。Quantitative Assessment of Urban Amenities within Walking DistanceThe main features of the Walkability Index are as follows:1. Provides a numerical visualization of the area around a piece of real estate People can gain an intuitive sense of their surroundings even when visiting an area for the first time, and can easily com-pare the area with their current neighborhood.2. Calculates the total number of amenities accessible on footAs walking distance is calculated using detailed data about pedestrian paths, people can get a more accurate picture of the facilities than would be possible using straight-line dis-tances.3. Rates pinpoint locationsA score can be calculated for any area within a 50-meter radi-us (equivalent to one block), so differences among multiple areas even in the vicinity of a single train station can be visu-alized. When the Index is calculated, analyses of land prices, demographics, and other factors are conducted so that key amenities believed to significantly affect real-estate value can be identified. Additionally, calculations account for whether the index is being applied for residential or commercial purposes. Residential use is further broken down based on whether households are comprised of families, single individuals, or seniors.
