The first task was a review of the 10-year old metropolitan strategic master plan, comprising the future vision, urban structure, land use plan, transportation plan, infrastructure plans, and urban design concepts.The involvement of stakeholders from various sectors and key decision makers in the formulation process of the new strategic plan was identified as an essential key for success. A multilateral Steering Team was established to collectively check the study process regularly and examine important planning items, such as prioritization of urban issues and milestone scheduling.A comprehensive modeling of the metropolitan area with the support of GIS formed the basis for the master plan review.
