RECLAIMING THE WATERFRONTAs a nancial and logistics center of Northeast Asia, Dalian is experiencing rapid development driven by its function as an industrial port. Seeking a better relationship between the city and its water front, Dalian decided to relocate the industrial facilities that have occupied almost all the waterfront space surrounding Diamond Bay. A design competition called for ideas to revive Dalian’s waterfront through redevelopment of a site of more than 6,300 ha.The design proposal is centered on three main design principles: “functional integration”, “balanced integration” and “identity creation”.The biggest challenge of the redevelopment is the integration of the formerly segregated waterfront areas into the existing urban fabric surrounding them. To address this challenge, functional, infrastructural and ecological networks are proposed with the aim of complementing existing and planned networks.In order to support the high development loads being proposed and to ensure accessibility to new areas, the proposal examines the potential for extensions to existing and already planned transit lines. Higher development density is consistently proposed around major transit hubs with the aim of promoting public transit over private vehicular mobility.Sensitive waterfront regeneration is addressed by strategic landll which can be done in parallel with or even prior to cleaning and preparing industrial areas with contaminated soil. This allows the greatest exibility in the redevelopment of the area. To create a highly accessible and active waterfront, multiple character zones are proposed which develop their unique identity based on their location. All new districts are expected to bring new appeal to the waterfront and new identities to Dalian. The proposed master plan provides new housing spaces for over 500,000 residents while reserving 17% of the total area for new open spaces and city parks.Site Area: 6,300 hectares | Planning Horizon: 40 years | Est.
