NIKKEN SEKKEI URBANISMLONG VISIONS116 _ 117ONE MOSCOW 2062 - LIVEABLE CITYThe competition to deliver a conceptual development plan of the Moscow agglomeration was announced after president Medvedev formed an agreement with the governor of the Moscow region to transfer a part of the region’s territory south west of the city to the municipality.By enhancing Moscow’s territory by 2.5 times, the city’s goal was to relieve pressure on the existing roads caused by enormous traffic problems. At the same time, it was announced that the federal government would move its ofces from the center of Moscow to the new territory. The competition was commissioned by the Moscow Committee for Architecture and organized by the Moscow Masterplan Institute.The proposal envisions an integrated development strategy to improve the urban and natural environment, diversify land use strategies and provide an efcient transport system in order to provide a better quality of life for Muscovites. This is sought to improve efciency, increase productivity and help to attract and sustain talent and investment from around the world.An essential part of the vision is to establish coherent strategies at various planning levels to ensure that development strategies are coordinated, and not only Moscow benets from them but so does the Moscow Region and the other towns and cities that support and feed Moscow. A central component of the plan was to relocate the federal government and some business functions to the new southwest territory comprising the Novomoskovsky and Troitsky districts.
