NIKKEN SEKKEI URBANISMLONG VISIONS118 _ 119STITCHING THE NATION WITH LINES OF LIFEWINNING PROPOSAL FOR THE CONCEPT MASTER PLAN OF THE RAIL CORRIDOR RFP | Singapore, 2015Site Area: 98 hectare | Planning Horizon: 20 years | Est.Population: N/AIn 2015, Nikken Sekkei was announced as winner of the competition for the Singapore Urban Redevelopment Authority (URA) Rail Corridor concept master plan.Reviving the Legacy of Modern Train Transit The Rail Corridor project site occupies the 24-kilometer-long, decommissioned Keratapi Tanah Melayu (KTM) railway line running north-south right across the island of Singapore. Approximately one million people live within one kilometer of the corridor and it passes through a diverse array of areas and communities. Responding to intense interest among citizens in making the best use of the public space for their communities, the URA held a series of workshops and study sessions, and over a period of three and a half years established a list of goals for the “Rail Corridor – An Inspired and Extraordinary Community Space” RFP master plan exercise. The competition called for a vision and master-plan for the entire length of the 24-kilometer corridor as well as design proposals for 10 main areas, called “nodes,” along the corridor. The team was among the ve nalists selected from among 64 teams participating in the competition from around the world, and in the nal screening, was selected as the winner of the master plan.Lines of LifeDubbing the project “Lines of Life” and making “stitching the nation with lines of life” its guiding theme, the design team devised a strategic and all-embracing design devised a strategic and all-embracing design for transforming the rail corridor into a continuous and unied public space, to win the hearts of citizens while making a positive contribution to regenerating Singapore’s diverse green ecosystem. By weaving in relationships with the communities located east and west of the corridor, it aims to create even more abundant living environments that will grow with the passage of time. Through the provision of superior, integrated public space, the Rail Corridor will stimulate development in adjacent areas, serving as a medium for further fostering a sense of unity among the Singaporean people.Mr. Ng Lang, URA CEO and chairman of the 12-member screening committee for the competition praised the design for its “strong vision and robust Concept Master Plan supported by well-thought-out design strategies to create extraordinary community-centric spaces and experiences throughout the length of the Corridor,” noting the team took a “very well structured and methodical design approach, with its concept designs thoroughly addressing all aspects of the RFP brief and relating strongly to the Planning and Design Goals.”Building the Future TogetherFollowing the award of the competition master plan, the scheme will be rened to incorporate resident, stakeholder and agency feedback and input before proceeding with preliminary design of a four kilometer initial stage “Signature Stretch.” Nikken Sekkei’s Integrated Public Design Studio will lead the project, spearheading the Landscape and urban design, in collaboration with Singaporean Landscape Architecture firm Tierra Design [S] Pte Ltd, engineering rm Arup Singapore Pte Ltd., and a number of other public realm technical and design specialists to create a world standard public space that is borne of and wove into, the lives of the various local communities it touches.
