The project aims to bring national and international media companies together to lead Chinese innovation in film making, advertisement, broadcasting, animation, visual art, and gaming. Benchmarked against top tier creative cities such as NYC and London, the district will offer a unique mix including creative offices, serviced apartments, a hotel, a cultural complex, a cinema, retail zone, and amusement park. It is targeted to become a premier destination in Shanghai that will attract many visitors from all over the world.The winning proposal in the 2012 international design competition introduces a strong urban composition that contrasts with the surroundings of the 23 ha site. The concept of “Garden Media City” shows a central elevated deck connecting all nine proposed unied buildings through a series of gardens and event spaces, with the objective to separate pedestrian and vehicular circulations. The deck is further stretched across the existing arterial road which so far has separated the city from the riverfront. The elevated open space will provide unique vistas towards the river, and become a vivid scenery itself amidst the commercial buildings.The proposed grid is organized in three east-west linear zones of-culture, entertainment, and media. In each zone, a “valley” cuts through the platform down to the basement and ties different levels with a series of slopes, bridges, and vertical connectors. Public spaces are arranged to face these valleys and cater to the daily needs for workers as well as offering unique media experiences through shops and galleries featuring media and art. The planning framework as well as the production of site-specific development regulations and design guidelines evolved out of a cooperation with developer West Bund Group and Xuhui Ward government. Participating in this creative process were also five private developers, including well-known DreamWorks Studios from the US.
