Exporting PPP expertiseMany fast developing countries in Asia are now facing similar challenges to what Japan did 50 years ago. With the experience and expertise of implementing and executing PPP in urban contexts, it is now possible to export the knowledge to countries where PPP could help achieving a better urban growth. As mentioned before, it is often the lack of public nancing and the lack of technical expertise which lead to negative urban developments, such as unplanned suburbanization, lacking basic infrastructures, problems with trafc congestion, negative environmental impacts or corruption and lack of transparency.Japan’s government is pursuing the export of its PPP expertise, especially in the elds of PPP-supported transit-oriented development and sustainable development. Utilizing the expertise will enable cities around the world to develop more sustainably, create better quality of life and promote productivity and innovation.Initial international projects conducted by Nikken Sekkei include Dukuh Atas Transit Node in Jakarta and Ben Thanh Station in Ho Chi Minh City, where innovative PPP-schemes will lead to a better quality of the public realm and better accessibility of transit facilities.J-CODEIn accordance with recent government policies to export Japanese expertise in urban development, the organization “Japanese Conference on Overseas Development of Eco-Cities” or “J-CODE” was established in 2011. In order to ease transfer between different lines and modes, as well as to re-connect the divided neighborhood, a PPP model is established where the public side is taking the initial role of constructing the primary connection between the transport modes. In the second phase, private land-owners in the adjacency are provided with a Floor Area Ratio incentive in exchange for providing financing for the construction of an articial ground terminal, which will re-connect the area and enhance its status as urban transport hub.Densely Inhabited District in 2005RailwayPrefecture BoundaryDistance from City CenterNIKKEN SEKKEI URBANISMCOLUMN058 _ 059
