The neighborhood’s unique character and atmosphere made up by its many small theater halls, live houses, bars and secondhand record shops have turned it into a trendsetting place for youth culture. Shimokitazawa Theater Festival, Shimokitazawa Music Festival, Shimokita Tengu-matsuri Festival and Mikoshi-matsuri Festival are some of Shimokita’s most popular events which attract both locals and visitors in considerable numbers each year.Its proximity and good accessibility to Tokyo’s CBDs has resulted in severe development pressure on the area, leaving only few spaces for green and plazas. The densely built-up urban grain proves to be extremely vulnerable to both disasters and traffic congestion. While Shimokitazawa rail stations on the Keio Inokashira Line and Odakyu Line have supported the evolution of the neighborhood, both rail lines running at ground level now have caused a division of the district. When Metropolitan Tokyo and Odakyu Electric Railway announced plans to move the train line underground to ease surface traffic congestion and to improve train service efciency, many redevelopment opportunities arose for the 20-30 m wide, 1.7 km long rail axis. Examining potentials to re-integrate the urban fabric of the unique mixed neighborhood, the 2.75 ha site along the former rail spine is thematically composed of three distinctive zones, which all inherit their theme from the surrounding urban fabric. The “Culture Creation Zone” promotes a new sophisticated lifestyle in the neighborhood by mixing new amenities into existing urban fabric. The “Shimokita Shopping Zone” provides a unique retail experience on different levels above and below grade and seamlessly connects the neighborhood to the station plaza. The “Setagaya Life Style Zone” offers a high-end, sustainable lifestyle that faces a green environment and provides for a diverse range of family-types and ages. The regenerated urban fabric with its commercial and cultural facilities and amenities will offer residents a new relieve from the intensity of the city.
