In conjunction with the opening of the Tsukuba Express (TX) railway line connecting central Tokyo to the university-city of Tsukuba, Kashiwanoha Campus Station was opened at a distance of 25 km from the city center of Tokyo. Both the University of Tokyo and Chiba University have acquired land near the station with the intention to develop new research campuses. At the same time, real-estate developer Mitsui Fudosan Co., Ltd., the former golf course owner, acquired land near the station through “land rearrangement” in return for creating a mixed-use development with large-scale retail facilities, residential towers and ofces. Pooling development efforts and aligning objectives and strategies for the new city, Kashiwanoha Campus/Future City Consortium was formed with the participation of public (municipality), private (citizen/ private enterprises) and academic (universities) stakeholders. The community planning agency Urban Design Center Kashiwanoha (UDCK) took the role of manager and coordinator of the consortium.
