20FACT　NIKKEN SEKKEI　　　　プロジェクトマネジメントの現場　日建設計海外デザイナーとのコラボレーションデザイナーの作業を望ましい方向に導き、そのパフォーマンスを最大限に引き出すために、日建設計は個々のデザインの前方・中方・後方で、3層構成のマネジメントを行いました。デザインの前方ではクライアントの要望に合わせた設計条件の整理や都市計画の手続きを行い、デザインを適切な方向に導きました。またその中方ではデザイナー相互の意思疎通を図るために、定期的にビデオカンファレンスや東京でのデザインセッションを開催し、全員で共通の全体像を描きました。またデザインの後方では各種の許認可や工事発注に必要な最終的な設計・監理業務を日建設計にて行い、高品質の確保に配慮しました。特にSDの期間中、マスターアーキテクトであるSOMニューヨーク事務所へ人材を派遣し、日本の法規や市場動向などに合わせるための設計マネジメントも行いました。ニューヨークと東京の時差がほぼ昼夜逆転していることを利用して双方の事務所で24時間連続して作業を進め、効率的にデザイン業務を行いました。スケジュール・マネジメントの離れ業ゴールに向かって最短経路で進んでいくためには、デザインや設計と並行して様々な専門的技術の検討や行政との協議・手続きなどを最適な手順で実施しなくてはなりません。これらの手順などを定めたものがロードマップ（＝マスタースケジュール）であり、大きなプロジェクトチームをまとめていくためには必須アイテムです。これを正しく策定することで、小さな変更には左右されず、プロジェクトの進行を適切にナビゲートすることができます。長期プロジェクトでは、社会・経済状況の変化に応じて設計与条件を変更することがありますが、東京ミッドタウンでもデザインウイング（21_21デザインサイト）やプラザ大屋根の設置など、都市計画変更まで必要になる大きな変更が途中にありました。普通なら大きくオープン時期が遅延するところですが、初めに策定したロードマップがしっかりしていたために、当初のオープン予定時期を変えることなく、最適手順で変更をナビゲートすることに成功しました。具体的には、設計体制を多層化し、設計変更作業を順次並行的に実施、その都度変更申請すること（マルチトラック）で、工事工程を遅延なく進めることが可能となりました。マネージャーとともに、設計チーム並びに施工者も含めたプロジェクト関係者全員が協力できたからこそ実現したプロジェクトマネジメント効果であると言えます。大松敦・高木義雄Collaboration with foreign designersIn order to steer project designers in the desired direction and bring out their best, Nikken Sekkei supervised each individual de-sign using a three-tiered management method providing so-called "frontal, "central," and "rear" support. "Frontal" support involves organizing design criteria based on client requests and carrying out necessary procedures for governmental urban development. "Central" support consists of actions that help maintain the ow of communication among the designers. Examples in this case in-cluded regular videoconferences and design sessions in Tokyo. Sup-port from the "rear" relates to general management supervision by Nikken Sekkei and measures taken to obtain required authorization permits and the like. Overall, these measures were enormously helpful in maintaining optimal performance and ensuring requisite high levels of quality.During the SD stage, employees of Nikken Sekkei were dispatched to the New York office of Skidmore, Owings & Merrill LLP, the master architect for this project. These staff members were re-sponsible for making sure that the project continued to meet the requirements of Japanese legislation and market trends. The fact that Tokyo and New York are located in nearly opposite time zones worked to Nikken Sekkei’s advantage, enabling nonstop design work to continue 24 hours a day.Feats achieved by schedule managementEffective management of large-scale projects is impossible without some sort of master plan that clearly articulates required proce-dures, timeframes, and goals. At the outset of each endeavor, Nik-ken Sekkei drafts a "road map" that provides overarching vision and organization. A correctly formulated road map allows a project to avoid undue inuence from minor changes or setbacks. During a long-term project, design criteria may undergo major modica-tions, often in response to changing social or economic conditions. During the Tokyo Midtown project, the overall design was altered suddenly in certain key ways, such as with a decision to place a large central roof over the plaza. Ordinarily, transformation of this scale would probably mean a delayed opening, but Nikken Sekkei was able to weather the changes and keep the project on track. Nikken Sekkei’s strong yet flexible project road map contained provisions for the rapid implementation of special multi-design task forces. This measure provided a way to coordinate engineer-ing changes with other activities as specific needs arose ("multi-track" process).
