FORUMFORUM NSRI Forum ［ダイジェスト│Digest］「Ibasho」を始めたのは、アフリカの高齢者から「老人ホームは要らない。要るのはハウジングだ」と言われたことがきっかけでした。単に介護を受けられる施設を建てることが大事なのではなく、使い手である高齢者との対話をもとに、一人ひとりが居場所をもてる生活の場をつくることが大事なのだと気付かされたのです。─Ibashoがめざすもの老年期における発達心理学では、65歳を超えると自分の知恵を活かせるところに自らの存在価値を見出し、その知恵を社会に還元することが生きがいにつながるという理論があります。「Ibasho」では、地域住民や組織とパートナーシップをとりながら、高齢者の知恵や経験が活かせる具体的な場所をつくり、そこで高齢者が活動し、地域に貢献することによって、“高齢者＝弱者、社会の負担”という高齢者に対する概念を変える活動をしています。　2013年6月には、東日本大震災で被災した大船渡に「居場所ハウス」というカフェをオープンしました。場所づくりは「Ibasho」と、What prompted Emi Kiyota to establish Ibasho was a comment she heard from elders in Africa: We don’t need nursing homes; we need housing. She realized that what is important is not to simply to build facilities to care for the elderly but to assure that there are places where they can live and belong based on dialogue with the people themselves.─Aims of IbashoEric Erikson, a developmental psychologist believes that people over the age of 65 affirm their reason for living if they can find a way to make use of what they know; that they find their lives fulfilling if their knowledge can be of use to society. Ibasho works in partnership with members of communities and organizations to create concrete “places” where the elderly can make use of their knowledge and experience. Through these activities the program seeks to change the notion that the elderly are by definition “vulnerable” and “a burden on society.” In June 2013, Kiyota presided over the opening of a café called Ibasho House in Ofunato, Iwate prefecture. The café was established by the Ibasho organization along with elderly members of the community. Today, an NPO has been established and funds have been raised to maintain self-sustainable 第26回2015年4月23日26th Meeting, April 23, 2015今後ますます高齢化社会は進展します。高齢者自らが社会的役割を見つけることで活動を促進させるNGO「Ibasho」（本部：ワシントンDC）の代表・清田英巳氏をお招きし、東日本大震災で被災した岩手県大船渡市で立ち上げた多世代交流拠点「居場所ハウス」、台風の被害に遭ったフィリピン・レイテ島オルモック市での活動などをご紹介いただきました。翻って日本の地方生活圏のコミュニティにおいて、地方創生の新しい切り口としてのIbashoプログラムの適用可能性を探りました。The NSRI Forum invited Emi Kiyota, a founder of a Washington DC based NGO, Ibasho, that strives to create socially integrated and sustainable community that value their elders. She introduced the concept of Ibasho through a case study; Ibasho House, a community gathering place for people of all ages, built in a Tsunami affected area in Ofunato Japan. She also shared the progress of an on-going Ibasho project in a Typhoon affected area in Ormoc Philippines.
