国際アート・カルチャー都市のメインステージへ:池袋駅周辺地域基盤整備方針Ikebukuro Aims to Be Main Stage in the City of International Art and Culture 竹村 登 Noboru Takemura│日建設計総合研究所 都市政策グループ Urban Policy Group, Nikken Sekkei Research Institute 井上慶彦/田 紳華 Yoshihiko Inoue / Shinka Den日建設計総合研究所 都市開発・計画部門 Urban Development and Planning Department, Nikken Sekkei Research Institute池袋駅は、新宿駅や渋谷駅に比肩する乗降客を有する巨大ターミナル駅であるにもかかわらず、交通機関のみの利用者が多く、そうした人たちを池袋のまちへ誘い出すことが長年の課題でした。また、池袋駅周辺の建築物(鉄道施設・駅ビル)は、個々の事業者による増改築が繰り返されており、防災性やバリアフリー環境の向上、乗り換えに伴う混雑緩和なども課題となっていました。 そうした背景を踏まえ、都市再生特別措置法に基づく特定都市再生緊急整備地域の指定(2015年7月)を契機として、2016年7月には、豊島区と駅周辺事業者を含む地元関係者が「池袋駅周辺地域まちづくりガイドライン」を策定。「世界中から人を惹きつける国際アート・カルチャー都市のメインステージ──界隈を歩き、にぎわいと四季の彩りを感じるまち・池袋」を将来像としたまちづくりが進められています。 これを受け、日建設計総合研究所を含むコンサルタントJVは、「池袋駅周辺地域基盤整備方針2018」の作成を支援しました。これは、池袋地域で進行している都市再生事業、検討中の開発プロジェクト、今後の施設更新などが、単に個別敷地や建築物の改善にとどまらず、地域の課題解決や、まちづくりの将来像を実現するべく、公民が連携・協働して対応していくための方針を取りまとめたものです。このなかでは、交流やにぎわいを地域全体に広げていくために、池袋の東西を結び周辺の主要な建物に接続する歩行者デッキの整備や、駅前広場と周辺の都市開発との一体整備による歩行者空間の拡大などにより、人中心の都市空間の構築を目指しています。 さらに、池袋を大地震などの大規模災害にも安全・安心なエリアとするため、「池袋駅周辺地域都市再生安全確保計画」が2016年12月に策定され、都市開発事業に合わせて、鉄道などが途絶した場合の帰宅困難者に対応する一時待機場所、一時滞在施設、退避経路、備蓄倉庫などの整備も進められています。 今回竣工したダイヤゲート池袋では、これらの上位計画に基づき、一時待機場所となるデッキや防災備蓄倉庫などを設置しました。また池袋駅の東西デッキ(構想)との接続も可能としています。Ikebukuro Station is major urban terminal that handles as many passengers as Shinjuku and Shibuya stations. Unlike Shinjuku and Shibuya, however, Ikebukuro has been mainly a transit hub, not a town that attracts people for shopping or recreation. In addi-tion, improving disaster preparedness and the barrier-free environment as well as reducing congestion for transfer passengers have long been concerns. Against this background, in July 2016 area stakeholders including Toshima City and business owners around the station drew up the Urban Planning Guidelines for the Area Surrounding Ikebukuro Station, and since then efforts have been underway to make Ikebukuro “a main stage in a City of International Art and Culture” that hopes to attract people from around the world. Nikken Sekkei Research Institute was part of the joint-venture consulting team that supported the preparation of “Ikebukuro Station Neighborhood District Basic Development Policy 2018” based on those guidelines. “Development Policy 2018” was the result of private- and public-sector cooperation and collaboration for ongoing projects that would contribute to solving the issues of the whole area as well as realize a better future for the community and urban development. The policies set forth aim to build human-centered urban spaces featuring pedestrian decks. The decks to connect the eastern and western parts of the town currently divided by multiple railway lines and link to major surrounding buildings so as to promote interaction and activity in the entire area. Furthermore, the Plan to Ensure Safety for the Urban Renewal of Ikebukuro Station Neighboring Areas was drawn up in December 2016 in order to make Ikebukuro safe and secure in case of a major disaster such as an earthquake. In addition to the urban development project, construction is underway for temporary waiting areas and temporary shelters for people stranded in the city by train stoppages, evacuation routes, and emergency supply storage.
