Photography｜日建設計／Nikken Sekkeiパブリックアセットとは、公共施設や行政所有の不動産の他、活用しきれていない公開空地や民間不動産なども含めた、広義の公益的不動産のことを指します。人口減少が予想される成熟都市においては、その有効活用は社会的な要望であり、これからの都市デザインを考える上で不可欠な要素です。　社会状況の変化とともに、パブリックアセットに求められる役割も変わり続けています。その変化に対応するためには、ハードの空間デザインだけでなく、そこにどのような機能・コンテンツを埋め込めるか、どのような運営を行うかなど、ソフトも含めたプロジェクト全体のデザインが非常に重要となります。　パブリックアセットラボはそのニーズに対応するため、2018年に発足しました。官民の垣根を超えたプロジェクト推進、行政の制度設計への提言、事業全体のデザイン、運営段階のスキーム構築、実験的なアセット活用に至るまで、パブリックアセットに対する多面的な活動を通し、縮退の時代における新しい都市・社会のデザインのあり方を模索しています。─多様なアクティビティを生み出すPARK PACKの取り組み都市公園をはじめとするパブリックスペースには、周Public assets refer to public real estate in the broad sense, including government-owned public facilities and real estate as well as public space and private real estate that has not been used effectively. In mature cities where population decrease is anticipated, the effective use of such land is urged by society and is essential in thinking about the future of urban design. The roles required of public assets con-tinually shift in accordance with changing conditions in society. To respond to such changes, comprehensive, holistic project design must be considered, not just in terms of the spaces per se but including the functions and content to be incorporated and the management that is needed. Public Asset Lab was established in 2018 to respond to these needs.
