Japan文化庁では、幕末維新期以後に建設された建造物を近現代建造物と総称し、その保存・活用に積極的に取り組んでいる。現在、その重要文化財（建造物）全体に占める割合は2割程度だが、近年の新規指定に限って言えば、近現代建造物が常に半数を超える状態が続いている。登録文化財については、もともと近代の多種多様な建造物の保護を想定して制度設計されただけあって、8割以上が近現代建造物である。良いものを大事に使い続ける、という文化財保護の底流をなす精神が、ストック活用やSDG’sといった現在の環境意識と親和性が高いこともあり、この状況はしばらく続くと考えられる。 文化財の世界では、その価値を掘り起こし、護り伝えるための技法を長年磨き上げてきた。特に伝統建築については、そもそも当初の設計意図が明文化されていることが希なので、現存する文化財の立地、プラン、構法、材料、加工・改変の痕跡といった物的要素をひたすら読み解きながら、その潜在的な価値を紐解く作業を繰り返してきた。それは、近現代建造物についても基本的に同じだが、伝統建築よりも当初の図面や文書・建材カタログ類が残っていることが多いので、それらも加味しながら、保存・活用のあり方が検討されている。いずれにせよ、文化財を保存・活用する際には、設計者のデザイン意図よりも、地道に掘り起こされた本物としての価値が基本に据えられる（つまり本物と誤解を招くようなデザインはできるだけ回避される）。英語で言えばValues-based approach。これが一般建築との大きな違いと言える。 ただ、現役で使われることの多い近現代建造物の場合、文化財価値をただ実直に保存するだけでは時代のニーズと乖離し、そもそも存続さえ難しくなることがある。文化財の本物の価値を次世代に伝えつつ、多様な主体が生き生きと暮らす基盤として使い続ける工夫が必要となる。 pres-ervation and utilization of so-called modern and contemporary architecture, which is to say architecture of historic importance built from around the time of the Meiji Restoration in 1868 onward. At present, such buildings make up only about 20 percent of all Important Cultural Properties (architecture), but for several recent years running, they have accounted for more than half of newly designated Important Cultural Properties. Among registered cultural properties, partly because the sys-tem itself was designed with the intention of protecting all kinds of architectural structures built since the mid-nineteenth century, more than 80 percent are modern and contemporary buildings. The spirit that undergirds protection of cultural properties is to maintain works of value and keep them in continuous use, and since that spirit is closely compatible with current thinking about stock utilization, SDGs, and the envi-ronment, that trend is likely to continue for some time. Techniques for identifying value and preserving it for posterity have been honed over many years in the world of cultural properties. In the case of traditional architecture, orig-inal design intentions at the time of construction were rarely documented, so the work is a continuing process of unraveling latent value through assiduous reading of observable physi-cal elements: location, plan, structure, materials, processing, and modification. The same is basically true for modern and contemporary architecture, but original design plans, docu-mentation, and catalogues of materials have often been pre-served that also benefit study of ways to preserve and utilize such properties. In the preservation and utilization of cultural properties, what has to be basic is the authentic value revealed through patient study rather than the expressed intentions of the designer. (In other words, design that could be mistaken for something authentic must be avoided as much as possible.) This “values based approach” is what makes this work different from the assessment of general architecture.In the case of modern historic buildings, which often are currently in use, however, too-thoroughgoing preservation of cultural value can diverge from the needs of the times and even threaten their very survival. While transmitting the genuine value of cultural properties to future generations, there is a need to contrive ways to utilize them to build the foundations for the vigorous lives of diverse users. Methods for such utilization are at the stage of accumula-tion and analysis of case studies, and have yet to become estab-lished. This is an endeavor that cannot be fulfilled by cultural property specialists alone.
