Phoogaphytri｜日建設計／Nikken Sekke西澤崇雄Takao Nishizawa斎藤英俊Hidetoshi Saito奥野裕樹Hiroki Okuno052022年7月19日 名勝無鄰菴庭園にて。ような気がしますがなぜでしょうか。斎藤 ヨーロッパでは、まちなみやそれを形づくる建物は「社会のものだ」という意識が高いためです。エッフェル塔は今ではパリのシンボルですが、できた当時は社会問題となり多くの議論がなされました。それに対して、日本は都市の景観を公共のものだと捉える意識が低いと感じます。西澤 日本では景観について、そのような議論になることは少ないですよね。奥野 景観を大切にしている京都では、京都タワーや京都駅の建設計画にあたって議論が起こりました。ただ、海外の方と話をすると、日本人よりも自国の文化について自信をもって解説されていると感じます。斎藤 たとえばフランスでは、美術品を国が買い上げて保護していますし、ドイツでは近代の産業施設も文化財に指定・保存し、それらを美術館や文化施設、事務所として活用しています。そのようにヨーロッパでは、文化により高いコストをかけていると感じます。西澤 松下幸之助が木造の伝統技術を保存するために、将来文化財になるような建物をコンセプトに自宅（16ページ参照）を建てられたように、文化にお金をかける文化が日本にも過去にはありました。文化を大切にする意識が育たなかったのは、教育の問題もあるのでしょうか。斎藤 事業家が、文化にお金を投じることが減ってきているとは感じます。ただ一方で、文化財の保存修理費をクラウドファンディングで募り、個人や企業団体から資金が集まった事例も多くあります。文化に対してお金を投じる人たちが確かにいるわけです。若い方々の文化意識が高まっているのかもしれませんし、そうした人が参加しやすいシステムをつくる必要があると思います。西澤 そうですね。文化財建造物の維持は、維持費が高額でオーナーの負担になっている側面を感じますが、行政が支援すべきなのでしょうか。July 19, 2022, at the Murin-an garden.pany’s founding spirit. Why do you think that is?Saito In Western Europe, the idea that townscapes and the buildings that create them belong to society seems to be strongly rooted in the public consciousness. The Eiffel Tower is an iconic structure of Paris, but when it was constructed it trig-gered heated discussion. In Japan, there is much less awareness of the urban landscape as something that belongs to the public.Nishizawa Yes, one hears little discussion about the appearance of towns and cities in Japan.Okuno In Kyoto, where people pay attention to the appearance of the townscape, there was some debate over the construction plans for Kyoto Tower and Kyoto Station. Still, when I talk with people from other countries, I feel they have more confidence when explaining their country’s culture than do Japanese.Saito In France, artworks are purchased and maintained by the state. And in Germany, some modern industrial facilities are designated and maintained as cultural assets, and they’re used as museums, cultural facilities, and offices. Such examples make me feel Europe budgets more for the support of culture.Nishizawa In the past, the concept of spending money to pre-serve culture was more firmly rooted in Japanese society. Konosuke Matsushita, for example, sought to create a cultural asset by building his private home (p. 16) following the tradi-tions of wooden architecture. Such a mindset does not seem to have been cultivated in recent generations. It may be a problem of our education system.Saito I feel that businesses are investing much less in cultural endeavors than in the past. On the other hand, there are many cases where crowdfunding has been leveraged to fund preser-vation and maintenance of cultural properties, raising funds from individuals and business groups.
