We aimed to increase safety through reinforcements and other measures while preserving the distinctive oriental-style designs on the interior and exte-rior. We followed a thoroughgoing process of study, restora-tion, and replication with the goal of restoring the building to its original appearance, including elements that had been lost over time. The key focus of our design, not stopping at preservation, was on regeneration. We ensured earthquake safety through seismic retrofitting and performed interior and exterior renovations and equipment upgrades to improve environmental performance and function. For the main building, in addition to the plaza in front of the building, we designed new public spaces and a rooftop garden. With the renovations and newly constructed build-ing, we strove to create public spaces befitting the ambience of Kyoto, with a courtyard and light courts rich with light and shadow among the greenery. When construction is complete, circulation lines will enable easy movement among the build-ings as well as through-passage, helping make a city hall more inviting to local citizens and integrated with the surrounding neighborhood.
