Strict management by Nikken Sekkei ensures adherence to the project budget. We collaborate with contractors’ cost managers to review schedules and cost changes. Following design changes through contractor VE proposals, we strictly adhere to the project cost and schedule by applying for building permits, etc. After a construction contract is concluded, the contract will be modified following the completion of Design Development-2, only if significant design changes or major fluctuations in construction prices are confirmed during this design phase. According to the “Guidelines for the Operation of Technical Proposal and Negotiation Methods in Directly Managed Projects by the Ministry of Land, Infrastructure, Transport, and Tourism” (June 2015), there are three types of ordering methods: (1) “Design-Build,” (2) “Technical Cooperation-Construction,” and (3) “Design Negotiation-Construction.” Among these, method (2) “Technical Cooperation-Construction” is referred to as the ECI method. The design is carried out after the selection of the preferred negotiator (contractor), followed by price negotiations.
