Shibukita Partners, comprised of Tokyu Corporation (hereinafter "Tokyu") as the lead company, CRAZY AD Inc., and Nikken Sekkei Ltd., has been selected as the designated manager for SHIBUYA KITAYA PARK, following a public tender by Shibuya Ward. Kitaya Park, which was previously mainly used for parking bicycles and motorcycles and for short rests, will be transformed into a park that can be effectively utilized by more people as a hub for creating and revitalizing the local area. This marks the first time the Park-PFI system has been used for a park in Shibuya Ward. The park is scheduled to open on Thursday, April 1, 2021.

 北谷公園では、渋谷区の公募により整備事業者として選定された東急を代表企業とする企業コンソーシアムが整備を行い、今般指定管理者に指定された「しぶきたパートナーズ」(URL:https://shibuya-kitaya-park.tokyo/)が植栽や公園施設の維持管理を行い、日常的な憩いの場として安全安心な公園環境を提供します。
 加えて、「しぶきたパートナーズ」は、公園の情報発信、イベント企画・誘致など公共空間運営も含めたトータルマネジメントを実施します。クリエイティブで感度の高い地域プレイヤーが豊富であるという地域特性を生かして、プレイヤーの持つコンテンツやノウハウを活用するなど地域との連携を図ることで、神南・宇田川エリア一帯を巻き込んで多くの力を結集し、より魅力ある公園、エリア価値向上を目指します。

 公園内に新たに設置される2階建ての建物内には「BLUE BOTTLE COFFEE」が出店し、2021年4月28日(水)に開業予定です。建物横に併設する屋根付き広場は、カフェスペースとしての利用のほか、展示会やワークショップなど、天気を問わず、幅広いイベントを実施し、賑わいを創出します。具体的には、マルシェ形式のイベント実施により、「まちのリビング」のような日常の風景の創出や、地域のお祭りである「北谷稲荷秋季例大祭」と連携した取り組みなど、地域の人・訪れる人の交流の場、憩いの場となるような催しを予定しています。
 また、公園ロゴデザインは、神南・宇田川エリアに所在する「専門学校 桑沢デザイン研究所」の学生を対象としたコンペで最優秀賞に選出された作品を採用しました。北谷公園を訪れた人々がいきいきと自分たちの活動に励み、躍動する様子をイメージし、渋谷の「し」と「S」をかけ合わせた形をベースとしたデザインで表現しています。今後、公園施設のロゴマークとして現地案内サインやホームページなどへ展開していきます。

(1) Major Facilities : Park plazas, landscaping, benches, lighting, etc.
(2) Designated Management Period : From April 1, 2021, to November 30, 2025 (4 years and 8 months)
(3) Job Description : In addition to providing comprehensive management—including park cleanup, landscaping, lighting, and other facility maintenance—we will carry out independent initiatives aimed at creating a vibrant community and serving as a hub for regional revitalization by engaging nearby shops and local businesses.

① Lead Company: Tokyu Corporation (Overall management and maintenance of designated park facilities)
As the overall coordinator, this company will coordinate the entire project and collaborate with the participating companies to advance this initiative. It will also perform basic maintenance and management, including that of specific park facilities, to ensure the space continues to be a high-quality environment that everyone can use freely and comfortably.

② Affiliated Company: CRAZY AD Co., Ltd. (Square Management Operations)
Leveraging our strengths in communication and planning, we will manage the plaza area of a designated park facility to enhance the brand’s appeal as a park and district that supports and nurtures Shibuya’s culture.

③ Participating Companies: Nikken Sekkei Ltd. (public square management and community engagement)
In addition to designing designated park facilities and park facilities open to public proposals, the company will promote community engagement initiatives to enhance the value of the area after completion.

[4] About Logo Design

In a competition for students at the Kuwasawa Design School, located in the Jinnan and Udagawa areas, the work of Kotoha Itaya, a third-year student in the Comprehensive Design Department, was selected as the Grand Prize winner.
The work was created with the image of visitors vibrantly engaging in their activities and brimming with energy. It expresses the free-flowing strokes of a brush painting on the canvas of Chatan Park, based on a shape that combines the Japanese character “shi” (し) from Shibuya with the letter “S.”

(Reference) What is the Park-PFI System?
Established by the 2017 amendment to the Urban Parks Act, this is a “Public Solicitation Management System” that selects, through a public solicitation process, entities to comprehensively carry out the construction and renovation of designated park facilities—such as restaurants and concession stands—that enhance convenience for park users, and to utilize the revenue generated by these facilities to improve surrounding park paths,and plazas—that are accessible to the general public—through an integrated approach. It is referred to as “Park-PFI” (abbreviated as P-PFI) as a new method of development and management in urban parks that utilizes private funds.
