Three-Company Joint Venture to Develop “Resident-Participatory Urban Planning Using XR Technology”

HoloLab Co., Ltd. (Headquarters: Shinagawa-ku, Tokyo; CEO: Kaoru Nakamura; hereinafter “HoloLab”), Nikken Sekkei Ltd. (Headquarters: Chiyoda-ku, Tokyo; Representative Director President and CEO: Atsushi Omatsu; hereinafter “Nikken Sekkei”), and Nikken Sekkei Research Institute Co., Ltd. (Headquarters: Chiyoda-ku, Tokyo; Representative Director and President: Hiroki Asakura;hereinafter “Nikken Sekkei Research Institute”) have jointly submitted a proposal for the FY2023 use case development initiative “Resident-Participatory Urban Development Utilizing XR* Technology” under Project PLATEAU, promoted by the Ministry of Land, Infrastructure, Transport and Tourism, and their proposal has been selected as a project.
Building on the XR technology that HoloLab developed last fiscal year for citizen workshops (WS) on the reuse of the former Kitano Sewage Treatment Plant and Waste-to-Energy Facility site in Hachioji City, Tokyo, this fiscal year the technology will be expanded beyond the reuse of that site. Together with Nikken Sekkei and Nikken Sekkei Research Institute, it will also be deployed to support planning and consensus-building for the reorganization of road spaces in downtown Hiroshima City.
Through these initiatives, we aim to combine HoloLab’s expertise in XR technology with the Nikken Group’s urban development know-how to provide services that support consensus-building among urban development stakeholders using the 3D urban model from Project PLATEAU. We will also work to enhance the versatility of XR technology and explore strategies for nationwide implementation starting next fiscal year.

Announcement by the Ministry of Land, Infrastructure, Transport and Tourism: “Project PLATEAU FY2023 Projects”
Under “Project PLATEAU,” an initiative launched by the Ministry of Land, Infrastructure, Transport and Tourism in fiscal year 2020 to advance the societal implementation of urban digital twins, “3D urban models”—which recreate real-world urban spaces in cyberspace—have been positioned as the digital infrastructure of the future, and efforts have been underway nationwide to develop, utilize, and make them available as open data.
By fiscal year 2022, the scope of 3D urban model development had expanded to approximately 130 cities nationwide, and use cases have been developed across diverse public and private sectors, with their social implementation progressing.
In fiscal year 2023, we aim to further develop these initiatives and build an ecosystem in which diverse stakeholders—including the national government, local governments, private companies, and research institutions—collaborate to foster the autonomous development of the development, utilization, and open data sharing of 3D city models.

*XR: A general term for technologies—such as VR (Virtual Reality), AR (Augmented Reality), and MR (Mixed Reality)—that create spaces by blending the physical and digital worlds to provide immersive experiences.
[Reference] Citizen Workshops and the Use of XR Technology Conducted by HoloLab in the Kitano District of Hachioji City, Tokyo, in Fiscal Year 2022
In a citizen workshop conducted in collaboration with Professor Shin Aiba’s laboratory at Tokyo Metropolitan University, we developed the following XR system and were able to realize a new style and value for workshops, with many participants in their 20s and 30s who were interested in the technology.
① A web-based system capable of overlaying and displaying diverse data, such as 3D city models and GIS data
② An application that allows users to view and experience AR content while walking around the city, take screenshots and record videos, and post them to System ① with location information
