Going forward, as society and the economy transition into a full-fledged mature phase, there is a need for “approaches that create new value”—one that differs from the growth phase. Taking the 2020 Tokyo Olympic and Paralympic Games as a catalyst, we must accelerate initiatives using a variety of approaches to transform Tokyo into a “city that continues to create new value and is chosen by the world.”
We are currently exploring “Tokyo Grand Vision 2040,” which incorporates this approach.
For this session, we are pleased to welcome Mr. Takayuki Kishii, Chair of the Tokyo Metropolitan Government’s Special Committee on Urban Development, and Mr. Tomohiro Goshima, Director in charge of the Grand Design for Urban Development at the Tokyo Metropolitan Government. We will focus on the approaches each of them proposes for realizing the vision of Tokyo that we should aim for in the 2040s.(Facilitator: Kiyoshi Okumori)

Mr. Takayuki Kishii
(Professor at Nihon University; former member of the Japan Society for Urban Planning Chairman)
Born in 1953. Completed the master’s program in Urban Engineering at the University of Tokyo Graduate School in 1977.
That same year, he joined the Ministry of Construction (now the Ministry of Land, Infrastructure, Transport and Tourism).
He served as a full-time lecturer and then an associate professor at Nihon University beginning in 1992, and has been a professor in the Department of Civil Engineering, Faculty of Science and Technology, at Nihon University since 1998.
2010–2012, Japan Institute of Urban Planning, * Chairman *.
Conducts broad-ranging research on the history, theory, systems, and effects of urban transportation systems, facility planning, and urban development projects.
The Annual Outstanding Paper Award from the Japanese Institute of Urban Planning (2009), among others.
Mr. Tomohiro Gotō
(Tokyo Metropolitan Government Bureau of Public Works, Urban Development Grand Design Division Director)
Born in 1965. Graduated from the Graduate School of Interdisciplinary Science and Engineering at Tokyo Institute of Technology in 1990.
That same year, he joined the Tokyo Metropolitan Housing Bureau (now the Bureau of Urban Development).
In 2002, he served as Assistant Chief of the Planning and Coordination Division at the Governor’s Office.
In 2004, he served as Chief of the Facilities Division, Policy and Management Department, Minato Ward.
Deputy Counselor in charge of facility planning for the 2007 Olympic Bid Headquarters.
In 2012, he served as Chief of the Condominium Division, Housing Policy Promotion Department, Urban Development Bureau.
2014 Bureau of Urban Development, Division for the Promotion of Reorganization and Utilization Director.
2016 Bureau of Urban Development, Urban Development Grand Design Division Director.
