現在、札幌では2026年の冬季オリンピック・パラリンピック招致活動が行われているほか、2030年の北海道新幹線札幌延伸にむけて、様々な準備が進められています。このような都市へのインパクトが非常に大きなイベントが控えているなか、これらの動きを都市再構築の好機としてとらえ、札幌都心部では市街地の再編整備を戦略的に行っていくための検討が着々と進められています。
これまで札幌の都心まちづくりを先導してきた小林英嗣氏にお越しいただき、札幌都心再構築に向けた戦略と進むべき方向についてご講演をしていただきます。

Hidetugu Kobayashi
(Professor Emeritus, Hokkaido University; Visiting Professor, Tongji University; Representative Director, Institute for Urban and Regional Co-creation)
His specialty is clinical urban planning. He has served as a Director of the Architectural Institute of Japan, Vice President of the Japanese Institute of Urban Planning Chairman, member of the Hokkaido Urban Planning Council Chairman, and member of the Hokkaido Urban Landscape Council Chairman; he currently serves on the Board of the Japan Association of Urban Planners Chairman.
He has long been involved in the formulation of Sapporo City’s Long-Term Comprehensive Plan, Urban Master Plan, and Downtown Development Plan, as well as various project plans. He has overseen the creation of the skeletal framework for downtown development (awarded the Planning and Design Award by the Japanese Institute of Urban Planning /May 2014) and the systematic formation and design of public space networks—including the Sapporo Station South Exit Plaza, Sosei River Avenue, Sapporo Station Front Avenue, and North 3rd Avenue Plaza (Planning and Design Award from the Japanese Institute of Urban Planning / May 2016; Good Design Award 2015, among others).Since 1998, he has been active both domestically and internationally, including providing guidance on environmental urban development and urban regeneration in Brazil (Curitiba Urban Planning Institute) and Colombia (National Planning Department) (International Exchange Award from the Japanese Institute of Urban Planning / May 2014).
