Isami Kinoshita
Professor, Graduate School of Horticulture, Chiba University; Doctor of Engineering (Regional Planning)
After studying architecture at Tokyo Institute of Technology, he has been promoting community development through workshops involving residents and children since 1980. He presides over the Children's Play and Urban Research Group, which creates maps and illustrated guides for multi-generational playgrounds. After working as a researcher at the Rural Life Research Center, he joined the Faculty of Horticulture at Chiba University in 1992, where he remains to this day.
Member of the UNICEF Child Friendly Cities International Advisory Committee. Board member of Child Safety and Community Development Partners. Board member and Vice Chairman of the Japan Society for Children's Environment. Associate member of the Science Council of Japan and Vice Chairman of the Child Development Environment Subcommittee. Author of books including "Workshops: Methodologies for Community-Led Community Development" (Gakugei Shuppan), "Ecology of Play and Cities" (Maruzen), and "Children Create Cities" (co-edited, Hobunsha). Recipient of awards including the Ishikawa Prize from the City Planning Institute of Japan, the Architectural Institute of Japan Educational Achievement Award, and the Good Design Award (2017).
Toshiya Yamamoto
Professor, Department of Architecture, Faculty of Science and Technology, Meiji University
Born in Chiba City in 1959, he completed his graduate studies at Chiba University in 1983. After working at the Manu Urban Architecture Institute, he assumed his current position in 2005. His specialties are urban planning and urban safety, and he holds a PhD (Academic). He is the representative director of the Child Safety and Community Development Partners Association, a director of the Urban Disaster Prevention Research Institute, and vice chairman of the Mukojima Society NPO.
Immediately after the Great East Japan Earthquake, I went to Rikuzentakata City, one of the disaster-stricken areas, and encountered the process of creating evacuation maps there.
Since April 2013, as the principal investigator of the Grant-in-Aid for Scientific Research project "Development of Workshop Methods for Creating Safe Communities for Children During Tsunami Evacuation and Temporary Housing," he has been conducting practical research on evacuation map creation workshops in cities such as Rikuzentakata and Shimoda. Based on this research, he developed the "Manual for Creating Evacuation Maps for Disaster Prevention in Communities" and the "Method for Creating Evacuation Maps from Landslides." He has supported a series of initiatives in three districts of Chichibu City, from creating evacuation maps to formulating district disaster prevention plans. His numerous publications include "Preparing for a Major Earthquake" and "Japan's Safety Culture."

東日本大震災では津波により多くの方が犠牲となりました。余震による新たな津波への不安が広がる被災地の様子を直に見た日建設計の職員有志（ボランティア部）が開発したのが、「避難地形時間地図」、通称、「逃げ地図」です。安全な避難場所にどのくらいの時間で逃げられるのか、簡単な道具を使って住民の皆さんといっしょに見える化していく手法です。
地域住民と共同制作する逃げ地図ワークショップは、その後全国に広まり、住民ワークショップのみならず、行政庁の防災担当職員の研修や、学校での防災教育などで活用されるようになりました。また、津波だけでなく土砂災害のリスクコミュニケーションにも有効であることがわかり、地区防災計画の立案プロセスに組み込まれるなど、各地で様々な使われ方をしています。
講師にお招きした千葉大学の木下教授と明治大学の山本教授は、逃げ地図ワークショップを各地で展開し、私共と共同で自律的なワークショップ運営のためのマニュアル開発に取り組んでこられました。現場でのリアルな体験や、そこから見えるこれからのまちづくり、都市計画のあり方についてお話を伺います。（羽鳥 達也）
