南海トラフの巨大地震は今世紀半ばまでにその襲来が大いに懸念されており、その間にも度重なる地震が日本各地で発生し、阪神淡路大震災以降、被害地震が続発しています。2011年に発生した東日本大震災における東京都内の震度は5程度でしたが、その直後は大きな混乱を来すなど、大都市の脆弱性も露見しました。今回のフォーラムでは、防災研究の最先端研究者として、「防災・減災」のために尽力されている福和伸夫先生をお招きします。産官学における「防災・減災」に対する取り組みについてお話をお伺いし、私たちが直面している状況を理解するとともに、それぞれの立場で、何が足りないのか、どうするべきかを皆さんと一緒に考えたいと思います。「防災・減災」の第一歩は私たち一人一人の心構えであるのです。                (加登美喜子)

Lecturer Profile

Nobuo Fukawa
Director and Professor, Center for Collaborative Research on Disaster Mitigation, Nagoya University

After completing his graduate studies at Nagoya University in 1981, he worked at Shimizu Corporation before returning to Nagoya University in 1991.
He is engaged in education and research in the fields of seismic engineering for buildings and earthquake engineering.
He has received the Minister of Education, Culture, Sports, Science and Technology Award for Science and Technology, the Minister in Charge of Disaster Prevention Award for Distinguished Service in Disaster Prevention, and the Architectural Institute of Japan Award, among others.
He is involved in disaster prevention measures, including serving as Chair of the Working Group on Disaster Prevention Responses to Abnormal Phenomena Along the Nankai Trough under the Central Disaster Prevention Council (Chairman) and as Chair of the Policy Committee of the Headquarters for the Promotion of Earthquake Survey and Research.
He focuses on national campaigns to mitigate disaster damage through initiatives such as the construction of the Disaster Mitigation Center, the development of the “Bururu” vibration education tool, and disaster prevention awareness activities.
