Japan was once a world-class economic powerhouse, a nation brimming with confidence and vitality. Yet, before we knew it, the country began a steady decline; now, not only do we find ourselves languishing at the bottom among developed nations, but we’ve also fallen behind our neighboring countries. During the COVID-19 pandemic, we experienced firsthand how far behind we had fallen in digitalization compared to the international community, as well as the fact that our healthcare system—which was supposed to be among the most advanced—faced the risk of collapse. Therefore, in this forum, we will examine the crises facing modern Japan and explore how we can pave the way for a fresh start. We have invited Mr. Hisakazu Oishi, who advocates for the concept of “National Land Studies,” to share his insights.

Mr. Hisakazu Oishi (All Japan Construction Technology Association [Chairman], Director of the Comprehensive Research Institute for Land Science)
After joining the Ministry of Construction in 1970, he served as Director of the Road Bureau and Technical Supervisor at the Ministry of Land, Infrastructure, Transport and Tourism. Afterwards, he held numerous important positions, including Chairman of the National Land Technology Research Center Foundation and the Japan Society of Civil Engineers Chairman. Currently, he serves as Chairman of the All Japan Construction Technology Association, Chief Advisor of Oriental Consultants Co., Ltd., and Director of the National Land Studies Research Institute, among others, and is also actively engaged in his activities as an artist. Furthermore, from October 2019 to March 2021, he served as the host of Nippon Broadcasting System's 'Hisakazu Oishi's Radio Introduction to Land Studies,' actively promoting 'National Land Studies' to the general public. He plans to share information on YouTube in the future. In 1981, after completing master’s programs at the University of Pennsylvania and the Waseda University, he joined Nikken Sekkei. In 2015, he was appointed Representative Director of President and CEO. He has held his current position since 2021.He has been involved in the design of offices, sports facilities, research laboratories, and mixed-use developments. His major projects include Shibuya Scramble Square the First Phase (East Tower), YKK 80 Building, Tokyo Station Yaesu Development, GranRoof, Tokyo Skytree, the Diet Members’ Office Building, Toranomon Kotohira Tower, Saitama Super Arena, Queen's Square Yokohama, the JT Building, TOKYO DOME, and the Dalian Tower.Won first place in the 2016 Future Camp Nou International Competition in Barcelona. Has served as a judge for the Golden Trezzini Award, the “Shin Kenchiku” Urban Public Space Design Competition, the Hulic Student Idea Competition, and the Central Glass International Architectural Design Competition, among others.
